CVOR renewal is easy. Your CVOR record is not.

Renewal is $51 and a few minutes online. The record is where carriers get hurt: tickets and inspections MTO sees before you do.

CVOR renewal in Ontario is due every two years with an Excellent or Satisfactory safety rating, and every year with Satisfactory-Unaudited or Conditional. It costs $51 at ontario.ca/RenewMyCVOR, MTO sends a reminder 60 days ahead, and it must be done before the certificate expires.

The part that hurts carriers is the CVOR record: every conviction, collision and inspection counts for 24 months, and MTO acts at fixed points. We make sure what happens on the road reaches your office the same day:

  • Tickets and inspection reports from your drivers, filed and flagged
  • Your CVOR record checked every month, the changes on your morning page
  • Driver files and maintenance records ready for an audit

Live in five business days from the day access is granted.

How do I renew my CVOR in Ontario?

  1. Watch for the reminder. MTO sends a renewal reminder 60 days before your certificate expires.
  2. Renew online. Go to ontario.ca/RenewMyCVOR with your CVOR number, your CVOR start date and a payment card.
  3. Pay the fee. Renewal costs $51.
  4. Mail or fax only if it will arrive in time. A paper renewal has to reach the CVOR office at least 15 days before the certificate expires.
  5. Put it in every truck. Carry the certificate, or a copy, in each commercial vehicle that runs under it.

Satisfactory6 months, 70% or less, a passed auditEvery two years

What each CVOR rating needs, in full, and how many points each ticket carries

  • New certificate $287 (HST included)
  • Renewal $51
  • CVOR abstract $5, or $10 certified
  • CVOR record online: free

Let it lapse and it is an offence to operate: a fine of up to $2,000, and police can detain the truck (Highway Traffic Act, ss. 20 and 21). After a year lapsed you need a re-entry application; after three, you redo the learning and assessment.

Five things most carriers don't know about their CVOR

  • Your record is public. Anyone can order a two-year summary of your CVOR record, the Level 1 abstract, for $5. That includes the brokers and insurers you work with.

  • Renew one day late and you lose a year. With an Excellent or Satisfactory rating, a renewal completed after the expiry date does not get the two-year term.

  • Every event stays for 24 months. Each conviction, collision and inspection counts against you for two years, long after the driver has forgotten it.

  • MTO acts at fixed points. A warning letter can come at 35 per cent of your threshold, and at 70 per cent your safety rating drops to Conditional.

  • You can check it free, any time. Your CVOR record is free to view online. The detailed Level 2 abstract, five years of events, costs $5 and takes about 15 days.

How a CVOR record goes wrong without anyone noticing

It rarely happens in one day. A typical way it goes:

  1. Week 1

A roadside inspection near Windsor writes up a brake defect. The report goes in the door pocket.

  2. Week 3

A driver pays a speeding ticket on their own and says nothing. Paying a ticket counts as a conviction.

  3. Week 6

A small collision in a customer's yard. The driver texts a photo to a dispatcher who is on the phone with a broker.

  4. Week 9

Another inspection, another defect. Nobody connects it to the first one.

  5. Month 4

A letter from MTO arrives. It is the first time anyone in the office sees the whole picture.

None of this is hard to catch. It just never reaches the office, because nobody's job is to collect it.

What does MTO watch on your CVOR record?

MTO compares your record with a threshold set for your fleet, using your convictions, collisions and inspections over the last 24 months. The percentage is how much of that threshold you have used.

  1. 15% or less

Part of what an Excellent rating needs, with a collision rate of 10 per cent or less and an excellent audit result.

  2. 35%

MTO may send a warning letter.

  3. 50 to 84%

MTO may decide a facility audit is warranted.

  4. 70%

Your safety rating drops to Conditional, with or without an audit.

  5. 85%

You may be called to an interview with a senior ministry official.

  6. 100%

Your CVOR certificate may be suspended or cancelled.

What is on a CVOR Level 2 abstract?

The Level 2 is the full version of your CVOR record: a two-year summary on top and up to five years of events underneath. Only the carrier can order it.

  • Your carrier details: name, address, CVOR number, operator type, status and first issue date
  • Your safety rating, thresholds and violation rates, overall and for collisions, convictions and inspections
  • Out-of-service rates from your inspections
  • Every event for up to five years: the date, the points and the offence, collision or inspection result
  • Facility audits and MTO interventions, such as a warning letter

How do I order a CVOR Level 2 abstract?

  1. Only the carrier can order it, or someone the carrier authorizes.
  2. Order online, by mail or in person. Online at MTO's Level 2 order page with Visa or Mastercard, by mail, or at a ServiceOntario centre.
  3. Pay $5, or $10 certified.
  4. Wait about 15 days. It is mailed to the address on your CVOR record. To send it anywhere else, include a request on company letterhead.
  5. Order before you need it. Brokers often ask for a recent Level 2 when you set up with them, and 15 days is a long time to wait for a load.

How it works

Your drivers get one WhatsApp number for anything that happens on the road: a ticket, an inspection report, a collision photo, a repair receipt. Each one is read, filed to the driver, the truck and the date, and flagged on your morning page the same day. Once a month you get a reminder to check your CVOR record, and the new events sit beside it, so you see the trend before MTO writes to you. What to do about it stays your call: a talk with the driver, a repair, or a paralegal for the ticket.

Ready for a facility audit?

A facility audit looks at seven things. Each one is a pile of paper that has to be findable.

  • Driver qualifications

  • Driver training

  • Hours of service

  • Driver behaviour

  • Collision reporting and review

  • Vehicle inspection

  • Maintenance and repair

  • Hours-of-service records: 6 months
  • Daily inspection reports: 6 months
  • Maintenance and inspection records: 2 years
  • IFTA records: 4 years

When everything a driver sends is filed to the driver, the truck and the date as it arrives, an audit is a search, not a scramble.

What happens in a new carrier's first months?

  1. When you apply

    A Satisfactory-Unaudited rating is proposed.

  2. First 40 days

Unrated while the proposed rating is processed.

  3. First 6 months

Most new carriers stay Satisfactory-Unaudited. Points or a failed audit can drop the rating to Conditional or Unsatisfactory.

  4. From 6 months

Satisfactory becomes possible, with a passed facility audit.

  5. From 24 months

    Excellent becomes possible.

From day one, every ticket and inspection counts toward that first rating, so they need to reach the office the same day.

The other dates on the same list

  1. Every quarter

IFTA returns due April 30, July 31, October 31 and January 31.

  2. Every year

IFTA licence and decals renewed before December 31; an annual inspection for each truck and trailer over 4,500 kg; IRP renewal on your fleet's own expiry date.

  3. Every 1 or 2 years

CVOR renewal, depending on your safety rating.

  4. By driver age

Commercial driver medicals every five years under 46, every three years from 46 to 64, every year from 65.

Outside Ontario

  • Ontario: CVOR
  • British Columbia: NSC Safety Certificate
  • Alberta: Safety Fitness Certificate

Ontario's CVOR is the province's safety fitness certificate under the federal Motor Vehicle Transport Act. In British Columbia the equivalent is the NSC Safety Certificate, and the safety record is called a Carrier Profile. In Alberta it is the Safety Fitness Certificate. The names differ; tickets and inspections still have to reach the office, and the morning page works the same way.

What it will not do

It will not fix your CVOR score, fight a ticket, renew your certificate, file your IFTA return or give legal advice. It makes sure everything that affects your record reaches you the day it happens, and that the paper an audit asks for can be found. The facts on this page come from Ontario government sources, checked in October 2026; confirm anything that affects your operating authority with MTO.
