CVOR record checker: your CVOR rating and points
Your CVOR record shows four percentages. This shows what MTO may do at each one.
The CVOR record checker takes the numbers from your CVOR record and shows:
- Where your overall violation rate sits on MTO's ladder, from 0 to 100 per cent
- Which of collisions, convictions and inspections is pushing it up most
- How far you are from the next level, and what it means for your CVOR rating
Below it: how many CVOR points common tickets carry, what each safety rating needs, and when events drop off. Free, no sign-up. Your numbers stay in your browser.
Check your record
All four numbers are on your carrier record, shown as a percentage of your threshold.
- 0–34.99 · Most carriers are here
- 35–49.99 · Warning letter possible
- 50–84.99 · Facility audit may be warranted
- 70 · Rating drops to Conditional
- 85–99.99 · Interview with a senior ministry official possible
- 100 and over · Suspension or cancellation possible
Enter your overall violation rate, or all three category numbers, to see where you stand.
Your rating is on the same record.
Points drop off after 24 months. Your Level 2 abstract shows the date of each event, so you can see when each one leaves. This uses MTO's published levels; it is not legal advice, and MTO may act at any level when it sees a risk.
Where do you find your numbers?
The free online carrier record. MTO's carrier records site, free, with your CVOR number.
Level 1 abstract. A two-year summary anyone can order, $5, or $10 certified. You can view it online right away.
Level 2 abstract. Five years of detail, for the carrier only, mailed about 15 days after you order it.
How is your CVOR violation rate calculated?
MTO counts the points from your collisions, convictions and inspections over the last 24 months and compares each with its own threshold. The collision and conviction thresholds are set by the kilometres you travel; the inspection threshold by the number of units inspected. A bigger operation is allowed more. The three are then combined 2 : 2 : 1, so collisions and convictions count double inspections.
Worked example
- Collisions: 20% of threshold
- Convictions: 40% of threshold
- Inspections: 30% of threshold
- Overall: (2 × 20 + 2 × 40 + 30) ÷ 5 = 30%
30 per cent is under the 35 per cent warning-letter level. Because a small fleet's threshold is small, one 5-point conviction moves its rate much more than it moves a large fleet's.
How many CVOR points is each ticket?
Each conviction on your CVOR record carries points by how serious it is. These are common ones from MTO's Conviction Code Table:
| Conviction | CVOR points |
|---|---|
| Speeding, 1 to 10 km/h over | 0 (2 if convicted in another province) |
| Speeding, 11 to 20 km/h over | 3 |
| Speeding, 21 km/h or more over | 5 |
| Red light | 5 |
| Following too closely | 5 |
| Careless driving | 5 |
| Hours of service: over 13 hours driving in a day, or driving after 70 hours on duty | 5 |
| Falsifying a log or record | 5 |
| Defective brakes | 3 |
| Insecure load | 3 |
| Driving without the required daily inspection | 3 |
| Not taking the truck to a scale when directed | 3 |
| No ELD, or no proper record of duty status | 3 |
| Hand-held phone while driving | 3 |
| Driver not wearing a seatbelt | 2 |
| Overweight by 2,000 kg or more | 2 (0 under 2,000 kg) |
Collisions. 2 points for property damage, 4 for an injury, 6 for a fatality, but only when the police report shows an impropriety: a vehicle defect, a driver action or the driver's condition. Otherwise the collision is on your record with 0 points.
Inspections. Only out-of-service defects score: 1 point for the first out-of-service category on a unit, and 2 for each further category on the same unit.

CVOR points or demerit points: what is the difference?
CVOR points Go on the company's CVOR record and count toward the carrier's violation rate and safety rating for 24 months.
Demerit points Go on the driver's licence and stay for two years from the offence date. Too many can suspend the licence.
One ticket, two records. When a driver is convicted while driving your truck, the conviction goes on the driver's licence with demerit points and on your CVOR record with CVOR points. The two are counted separately, and paying the ticket is a conviction.
What does each CVOR safety rating need?
| Safety rating | What it needs | To keep it, or to move up |
|---|---|---|
| Excellent | 24 months operating in Ontario with a valid CVOR, an overall violation rate of 15% or less, a collision rate of 10% or less, and an excellent facility audit | Stay at 20% or less overall and 15% or less on collisions, or it is downgraded |
| Satisfactory | 6 months operating in Ontario, 70% or less of the overall threshold, and a passed facility audit | Stay at 70% or less |
| Satisfactory-Unaudited | No audit yet and 70% or less of the overall threshold. The highest rating without an audit | Volunteer for a facility audit and pass it to move up |
| Conditional | Over 70% of the threshold, a failed audit, an expired suspension or plate seizure, or a link to another Conditional carrier | 60% or less to move up. It lasts at least six months |
| Unsatisfactory | Over 100% of the threshold, with sanctions | Conditional for at least six months after the sanction ends |

When does an event drop off your CVOR record?
- 24 months
Each collision, conviction and inspection counts toward your violation rate for 24 months. As new events come in, older ones drop off.
- 5 years
The Level 2 abstract keeps five years of events, so an event that no longer counts can still be read there, including by a broker who asks you for it.
- Anywhere in Canada
Collisions and convictions from other provinces after April 1, 2007 appear on your record, and so do inspections anywhere in Canada.
How do you move your CVOR rating from Satisfactory to Excellent?
- Two years. 24 months of operation in Ontario with a valid CVOR.
- Low rates. Overall violation rate at 15% or less, collisions at 10% or less.
- An excellent audit. A carrier can volunteer for a facility audit to move up; Excellent needs an excellent score.
- Keep it. Overall at 20% or less and collisions at 15% or less, or the rating drops.
What gets a carrier there is fewer events and no surprises: tickets and inspection reports in the office the day they happen, the record checked every month, and driver files and maintenance records ready before the auditor asks. That office side is what we run. How we keep the CVOR record in order
What moves your numbers?
Tickets your drivers pay. Paying a ticket is a conviction, and it goes on your record whether you hear about it or not.
Roadside inspections. The report stays in the cab, and you learn about the defect when it counts.
Collisions. Points from collisions weigh as much as convictions.
Nobody checking. The record is free online, but the first sign of trouble is often a letter.

- What is a CVOR violation rate?
- The share of your allowed threshold that your points have used over the last 24 months, from collisions, convictions and inspections. MTO calls the combined figure the overall violation rate.
- What is a CVOR score?
- Usually people mean the overall violation rate: your points over the last 24 months as a percentage of your threshold. Your safety rating is separate: Excellent, Satisfactory, Satisfactory-Unaudited, Conditional or Unsatisfactory.
- How many CVOR points are you allowed?
- There is no fixed number. Your threshold depends on your fleet size, drivers and kilometres, so the same ticket is a bigger share of a small fleet's threshold. Your record shows each category as a percentage of your own threshold.
- Does a driver's ticket put points on the company's CVOR?
- Yes, when the driver was operating your commercial vehicle. The conviction goes on your CVOR record with CVOR points and on the driver's licence with demerit points.
- Do tickets from other provinces count on my CVOR?
- Yes. Convictions and collisions from other Canadian provinces after April 1, 2007 appear on your record, and inspections anywhere in Canada count. A 1 to 10 km/h speeding conviction from another province carries 2 points.
- What is a good CVOR rating?
- Excellent is the highest: an overall violation rate of 15 per cent or less, a collision rate of 10 per cent or less and an excellent audit. Without an audit, the best is Satisfactory-Unaudited. MTO may send a warning letter at 35 per cent.
- At what percentage does MTO send a warning letter?
- At 35 per cent of your threshold, MTO may send a warning letter.
- When does MTO audit a carrier?
- From 50 to 84 per cent, MTO may decide a facility audit is warranted, depending on your performance.
- What makes a safety rating Conditional?
- An overall violation rate that reaches 70 per cent, a failed facility audit, or not taking part in an audit, among other reasons.
- How do I get back from Conditional?
- Keep your overall violation rate at 60 per cent or less. A Conditional rating lasts at least six months.
- How long do points stay on a CVOR record?
- 24 months. As new events come in, older ones drop off.
- Does paying a ticket affect my CVOR?
- Yes. Paying a ticket is a conviction, and convictions go on the CVOR record.
- What does an Excellent CVOR rating need?
- At least 24 months of operation, an overall rate of 15 per cent or less, a collision rate of 10 per cent or less, and an excellent facility audit.
- Is this checker official?
- No. It uses MTO's published levels from its reference guide. MTO may act at any level when it sees a risk.
